The government of both the planet Hope and the Hope Federation should be classified as a Totalitarian Dictatorship. Systems outside that of Hope itself are administered by installed military governors appointed by the "Progress Party of Hope" on Hope itself. Hope is a one party state, all politicial opposition being ruthlessly suppressed. Currently the head of state consists of three senior members of the party, all appointed for life by the General Congress. Nominally all three are supposed to act as a committee, in practice though one of them, termed the First is absolute ruler of the Federation. |

Membership of the General Congress is open to, and may only be voted on, by members of the Progress Party of Hope. One third of the total membership of the General Congress is appointed by the Triumvirate Heads of State. Many of these are from special military units. The Government is supported by a permanent public service divided into numerous departments, each headed by a permanent department head and a minister who is a member of the General Congress. Entry into the League public service is nominally by competitive examination, however career advancement requires membership of the Progress Party of Hope. |
