The planet Cygne is the capital of Le Royaume des Etoiles du Cygne Cygne maintains the full array of planetary government offices and functions as well as those necessary to the realm as a whole.

Cygne is divided up into a number of hereditary administrative districtc each largely ruled on a feudal basis by a "lord."

Executive and Legislative authority is vested in the Le Royaume Council. With the monarch as hereditary head of state. The monarch can overrule all decisions passed by the Council but rarely does so.

Judicial authority is vested in professional lawyers who are appointed to their positions by the Le Royaume Council. Patronage is very important and senior members of the Judiciary may also be members of the Council and thus hold Executive and Legislative authority over their districtcs. It is not unknown for a senior Judicial officer to hold all authority in their own district though some effort at reform has resulted in judicial authority being held in one district and executive/legislative authority being held in a different district.

Duelling amongst the upper classes is technically illegal but there are certain designated areas where it is considered acceptable and honourable. Duelling amongst other classes is considered a crime and if one part should die the other will be prosecuted for murder.
