The asteroid Laertes is the location of two large mines both operated by the Daedalus Mining Combine under a charter issued by Le Royaume des Etoiles du Cygne.

The colonies and the system are under the authority of the Royaume Council on Cygne who periodically reviews the charter but has to date made no alterations to the operating licence of the mines.

All Executive, Legislative and Judicial authority is also under the oversight of the Royaume Council through their colonial office. Cygne maintains a small constabulary force at the two mines to keep Cygne law but most disputed are handled "in-house" by the mine management.
